Universities will not be penalised for missing diversity targets

Universities that miss their targets on recruiting students from poor backgrounds will not be hit by sanctions, according to detailed guidance from the access watchdog today.

All universities that want to charge annual undergraduate tuition fees of more than £6,000 from 2012-13 need to reach an access agreement with the Office for Fair Access.
